PROBLEM TO BE SOLVED: To provide a planar heating element capable of removing clouding in a short time, and a manufacturing method of the planar heating element.SOLUTION: The planar heating element comprises: a resin substrate 11; a conductive ceramic layer 12 that is formed in a predetermined region on the substrate; a first inner electrode 14a polarized from a first terminal electrode 13a and a second inner electrode 14b polarized from a second terminal electrode 13b, the first and second inner electrodes being formed in contact with a surface of the ceramic layer; a resin film 15 that is formed while covering the first inner electrode, the second inner electrode, the first terminal electrode, the second terminal electrode and the ceramic layer; and a filling layer 16 that is formed between the ceramic layer and the resin film. A plurality of first inner electrodes and second inner electrodes pulled out of the first terminal electrode and the second terminal electrode at right and left end sides of a short side of the resin substrate extend toward other mutually opposing terminal electrodes and are disposed while being inserted mutually, and the ceramic layer functions as a resistance heating element.SELECTED DRAWING: Figure 1
