PROBLEM TO BE SOLVED: To properly measure the number of specific vehicles entering a predetermined area such as a tunnel.SOLUTION: A vehicle management system 100 includes a first communication unit 11, a second communication unit 12, and a travel state determination section 22. The first communication unit 11 and the second communication unit 12 transmit request signals A1 for requesting specific vehicles 30 with in-vehicle devices 31 mounted thereon for information on the specific vehicles 30, and receive reply signals A2 including information on the specific vehicles 30 transmitted from the in-vehicle devices 31. The travel state determination section 22 counts the number of specific vehicles 30 entering a tunnel 40, on the basis of the reply signals A2 received by the first communication unit 11 and the second communication unit 12 arranged at least on the side of an entrance of the tunnel 40.SELECTED DRAWING: Figure 1
