PROBLEM TO BE SOLVED: To efficiently restrain generation of hunting.SOLUTION: A hydraulic circuit having a counter balance valve includes a pressure device for increasing pressure in an oil chamber communicated with a return side oil passage during winding down driving of a hydraulic motor. Further, in the hydraulic circuit, a check valve allowing the flow of pressure oil from a feed side oil passage to the oil chamber and blocking the flow of the pressure oil from the oil chamber to the feed side oil passage is disposed in parallel with a throttle provided in a passage communicated with the oil chamber communicated with the feed side oil passage during winding down driving of the hydraulic motor.SELECTED DRAWING: Figure 2
