PROBLEM TO BE SOLVED: To realize efficient automatic driving while making pedestrians recognize approach of a vehicle.SOLUTION: A traveling plan creation device (100) for a hybrid vehicle creates a traveling plan of a hybrid vehicle (10) which can travel by using at least one of power from an internal combustion engine (ENG) and power from a power storage device (500). The traveling plan creation device for a hybrid vehicle comprises: determination means (101) for determining whether a travel route of the hybrid vehicle includes a school route or an urban area; and creation means (102) which, when the travel route includes a school route or an urban area, creates a traveling plan of automatic driving in such a manner that the charge amount of the power storage device becomes less than a prescribed value in a section of the travel route before the section that includes the school route or the urban area.SELECTED DRAWING: Figure 2
