PROBLEM TO BE SOLVED: To provide a technique capable of creating a control plan for enabling inexpensive traveling.SOLUTION: A control plan creation system includes: scheduled travel route acquisition means for acquiring the current scheduled travel route of a vehicle; travel history acquisition means for acquiring the past travel history of the vehicle; a route similarity determination means for determining whether the current scheduled travel route is similar to the past travel route of the vehicle indicated in the past travel history; and charging/discharging plan creation means for creating a charging/discharging control plan by estimating that the shortage of a residual power amount of a battery does not occur in the current scheduled travel route when the battery has been charged from an external power source in the travel process of the past travel route similar to the current scheduled travel route.SELECTED DRAWING: Figure 1
