PROBLEM TO BE SOLVED: To provide a technique capable of monitoring not only a dielectric resistance of a positive electrode side and a dielectric resistance of a negative electrode side but also a dielectric resistance among groups.SOLUTION: A monitoring apparatus for monitoring a reduction in a dielectric resistance of a battery isolated from a vehicle body, comprises: voltage detection means detecting a voltage for determining the reduction in the dielectric resistance; and determination means determining the reduction in the dielectric resistance on the basis of the detected voltage, the battery has a plurality of groups in each of which a plurality of cells is connected in series, and the determination means determines a reduction in a dielectric resistance of a positive electrode side of the battery, a reduction in a dielectric resistance of a negative electrode side of the battery, and a reduction in a dielectric resistance among the groups.SELECTED DRAWING: Figure 1
