PROBLEM TO BE SOLVED: To create a work order that a user can intuitively change.SOLUTION: A work order planning device receives the number of articles by each article type, calculates a subtraction value for each article type on the basis of the received number of articles, and calculates an initial value for each article type on the basis of the calculated subtraction value. For initial processing, the device calculates a determination value, for each article type, which is a result of subtracting the subtraction value from the initial value, and determines an article type having the minimum determination value as a work object. For next processing, the device adds an initial value to the determination value of an article type which has been determined as a work object in the initial processing or immediately preceding next processing, calculates a determination value, for each article type, which is a result of subtracting the subtraction value from the added determination value, and determines as a work object an article type having the minimum determination value which is a result of subtracting the subtraction value from the added determination value.
