PROBLEM TO BE SOLVED: To provide an image acquisition device which protects the privacy of a photographed person by performing a definition lowering process on a monitor image taken by an airship, in accordance with a photographing altitude.SOLUTION: A monitoring system 1 comprises: an airship 2 which takes a monitoring image of a monitoring area; and a center device 3 provided with an altitude acquisition unit 26 which acquires altitude information of the airship and a definition lowering processor 27 which enhances the degree of the definition lowering process on the monitoring image as the altitude of the airship is lowered.SELECTED DRAWING: Figure 1
