PROBLEM TO BE SOLVED: To provide a truck for a railway vehicle and a railway vehicle, in which an air spring can be installed closer to a central part in a width direction of a truck frame than a side beam without increasing manufacturing cost.SOLUTION: A truck for a railway vehicle comprises a truck frame and an air spring placed on a top face of the truck frame. The truck frame comprises: two side beams arranged separately along a rail direction; two cross beams connecting the central parts of the side beams along a sleeper direction; two first tie beams connecting the central parts of the cross beams along the rail direction; and a beam member installed at a portion surrounded by the side beams, the cross beams, and the first tie beams.
