PROBLEM TO BE SOLVED: To reduce thermal discomfort for a human body when the human body contacts a radiation heating device.SOLUTION: A radiation heating device includes: a planar heat generating layer; a heat generating section which is provided in the heat generating layer and generates heat when a current is carried thereto; a plurality of heat dissipating sections which are disposed in the heat generating layer and dissipate heat that has been transferred from the heat generating section; a low heat conductivity section which is provided around each of the heat dissipating sections and is made of a material having a thermal conductivity lower than that of the heat dissipating sections; and a detection circuit that detects contact of an object with the heat generating layer. In the radiation heating device, the quantity of the current to be carried to the heat generating section is reduced if contact of an object with the heat generating layer is detected by means of the detection circuit.SELECTED DRAWING: Figure 10
