PROBLEM TO BE SOLVED: To provide a vehicle communication device, a portable machine, and a vehicle communication system that can be properly defended against a relay attack.SOLUTION: The vehicle communication device is mounted on a vehicle and configured to communicate with a portable machine using a radio wave so as to control equipment on the vehicle, and includes: generation means for generating transmission data (20) including specification data (22) on signal intensity; transmission means for transmitting transmission data (20) using a radio wave; reception means for receiving a reply signal from the portable machine; and determination means for determining whether the reply signal is output by the regular portable machine based upon the signal intensity determined based upon the specification data (22) and intensity of the received reply signal.SELECTED DRAWING: Figure 4
