PROBLEM TO BE SOLVED: To suppress deterioration in performance of a secondary battery while suppressing unnecessary power consumption.SOLUTION: A charger 10 charges a lithium ion secondary battery 20A including: an electrode assembly comprising a positive electrode and a negative electrode; and an electrolyte including lithium ions. The lithium ion secondary battery 20A is attached with a vibration means 106 for applying vibration thereon. A vibration control means 108 operates the vibration means 106 in accordance with a charging operation of the lithium ion secondary battery 20A. The vibration intensity of the vibration means 106 is changed according to a charging current value and temperatures around the lithium ion secondary battery 20A.
