PROBLEM TO BE SOLVED: To prevent swing of a rope caused by resonance when a building vibrates, thereby continuing operation of an elevator.SOLUTION: An elevator controller 22 includes: a building vibration detection part 31 for detecting vibration of a building; and an operation control part 32 for controlling operation of a car if a vibration amount of the building is a predetermined value or more, by regulating movement of passengers at a resonance floor, where a rope significantly swings due to building vibration, so that the passengers are only allowed to get on or get off.
