A control system (12 fig 2A) and method provide control of a state of charge (SOC) of energy storage means of a hybrid electric vehicle (10 fig 1), wherein one or more electronic controllers receive destination data 402, determine a route to be travelled by the vehicle 404, in dependence on the received destination data and control the SOC 406 in dependence on the route to allow the vehicle to travel an end portion of the route in an electric-only mode. The route has segments and comprises characteristic(s) such as length, speed profile, gradient profile, expected traffic flow profile and/or end of route charger availability. In an end portion of the route, such as a 1.5 km segment, the SOC is allowed to fall below a sustain threshold if such availability exists. The invention is suited to plug-in hybrid vehicle journeys which end in built-up areas with noise and pollution requirements.
