A control system for a vehicle (100 Fig. 1) has at least one controller 10 and obtains first cost data 800, and second cost data 880 different from the first cost data, and both sets of cost data relate to a portion of a terrain over which the vehicle is intending to travel. In use, the first cost data and the second cost data are used to determine the route of the vehicle over the terrain. The first cost data may be used to generate a cost map of the wheels of the vehicle and the second cost data may be used to generate a cost map of the body of the vehicle. The cost data may be determined by a range of sensors, such as image sensors (185C Fig.3), and such sensors may determine both an obstacle and a non-obstacle cost data map, and from a range of possible vehicle trajectories an optimum trajectory can be selected based upon the trajectory cost data. The cost data relates to a penalty or a reward associated with a potential vehicle route across the terrain.
