A vehicle which is configured to: receive an instruction 302 comprising first properties of a target vehicle, such as one identified by the authorities; verify the instruction 304, in order to determine that it was generated by an authority and not an individual; instruct local vehicle sensors to scan 306 at a first resolution; mark a scanned external vehicle as incompatible or compatible, based on a comparison of its properties with the first properties; and instruct the sensors to scan at a second, possibly higher, resolution if the external vehicle is compatible. The sensors may comprise cameras which capture images at several resolutions. The received instructions may also be forwarded onto surrounding vehicles. The system may further mark vehicles which are potentially compatible and determine a compatibility confidence based on a comparison of properties and their gravity.
