A seatback 30 with a lower 32 and upper 34 frame coupled with a hinge 36, and an actuator 38 such as a pyrotechnic actuator fixed relative to the lower frame 32. A cable 40 extends from the actuator 38 to the upper frame 34 and may be guided by a pulley 66. A controller may trigger the actuator in response to a frontal collision, possibly only when an occupancy sensor detects a passenger in the seat behind. This may result in the cable 40 being deployed, disposing the cable in front of the hinge 36. The frames 32, 34 may have respective first sides 58 to which the hinge 36 is coupled and respective second sides facing a different direction, which have a bracket. The bracket may be frangible relative to the cable and a tether may also connect the upper and lower frames. The bracket may also have a bump which fits into a depression on one of the frames. Additionally the hinge 36 may comprise a cam which prevents over rotation of the upper frame 34 and a spring to bias the upper frame 34 to an upright position.
