A system includes an emergency vehicle, infrastructure nodes distributed across a municipal area, and an emergency router. The router selects a route to a location specified by an emergency request; determines infrastructure nodes along the route; instructs nodes along the route to broadcast emergency messages that include information such as the route, current location, heading and speed of the emergency vehicle. The emergency vehicle, and vehicles that receive the messages, may transmit the messages. Vehicles may receive the messages by a DSRC module, and determine whether the trajectory of the vehicle will be parallel or intersect the route, and in response provide an audio or visual warning. The method may include monitoring whether the vehicle changed properties, such as speed or lane, after the warning, and increase the frequency of the warning if no response is detected.
