The presence of a vehicle operated by a driver is announced by a noise, where characteristics of the generated noise are selected in response to a determined state of mind or physical state of the driver. A driver impairment determiner is provided to determine a drivers state of mind and/or physical state in real time. A noise generator is provided to generate noise that is audible to at least pedestrians proximate to the vehicle when the vehicle is being driven. Sensors may be provided to measure vital signs of the driver, the drivers operation of the vehicle, the presence of pedestrians, cyclists, vehicles or other vehicles. The noise characteristic may be selected to audibly distinguish the generated noise from ambient noise. The generated noise may comprises selected characteristics of generated noise responsive to the drivers level of impairment determined from the vital signs of the driver. A step of determining a state of mind or physical state may comprise determining the drivers operation of a wireless communications device e.g. mobile phone.
