The device includes at least one vibration sensor 12; a movement detector 19; a control unit 18 for processing at least the signals obtained by the vibration sensor to determine a health parameter indicating the state of wear of the bearing, wherein the control unit is configured to trigger measurements based on at least one predetermined condition. Also provided is a wireless communication device 17 for communicating the health parameter to a monitoring and control server. The control unit is configured to switch from an energy saving sleep mode to an activated mode upon detecting that the railway vehicle is moving. The health parameter may be classified by comparing it with a threshold value and according to severity. The control unit may switch into the sleep mode when the health parameter is lower than a lower threshold. It may immediately communicate the health parameter to the monitoring server if it is larger than an upper threshold. If between the upper and lower thresholds, the control unit may continue collecting data and determining the health parameter. The movement detector may be a 3-axis accelerometer or it may be the vibration sensor.
