A vehicle A is detected by first and second detectors 11,12 at respective locations that are separated by a known distance. The travel time of the vehicle between the two locations is determined and displayed 13 to other vehicles. Thus vehicles waiting in a queue to enter a car park or vehicles held up in a traffic jam are informed of their anticipated waiting time as determined from the vehicle flow rate ahead. The detectors may be optical detectors comprising light emitters and receivers 14,14. They determine a unique signature of the vehicle from light in multiple polarised wavelengths reflected from its door panel 15. Alternatively the detectors may rely on automatic number plate recognition; a radio frequency signal emitted from the vehicle; or radar.
