A personal parking permit validation method and system including a user terminal 12 having a permit reader for identifying a personal parking permit, a bio-characteristic reader for reading a bio-characteristic of a permit user 32, and vehicle identification input means enabling identification of a vehicle 33 to be parked; the system and method also including a server 30 storing pre-registered parking permit/bio-characteristic combinations, which are compared with an identified personal parking permit and read bio-characteristic to validate a user of the personal parking permit. A second personal parking permit validation method involves monitoring vehicles in a car park and communicating with a user terminal which receives parking permit identification data and a bio-characteristic associated with a user. Upon determining user authenticity by comparing the system communicates the result to the user terminal, where if the result is a positive determination of user authenticity the user terminal approves the user, and if the result is negative the user terminal declines the user. The vehicle monitoring means may be cameras 24 and 26 which identify a vehicle as it enters or exits a car park. The user terminal may further have a permit holder registration user interface.
