A surface conditioning device for railway track rails and/or railway vehicle wheels comprises a supply of plasma deposition material 26 and a plasma delivery head 13 connected to receive the material. A plasma is generated within the delivery head and plasma with molten particles of the material is blown from the delivery head onto a railway track rail and/or railway vehicle wheel to condition them and remove contaminants such as leaves and dew. The material may be in the form of a powder, metal or ceramic particles. Power may be supplied to the plasma head by a dual voltage inverter DC power supply 3. Nitrogen may be supplied to the delivery head and a heat exchange system may reduce the temperature at or in the delivery head. A Raman spectrometer may be used to sense the presence or absence of contaminants. The deposition material may impart a distinctive colour to the rail, and may progressively wear away. A method of conditioning a railway track or wheel may comprise the steps of making multiple passes along the rail and the monitoring of the colour of the rail.
