To provide an occupant restraint device capable of improving occupant restraint performance and OOP performance by appropriately applying high pressure to necessary locations of an airbag cushion to stabilize the airbag cushion. An airbag cushion 11 having an upper chamber 12 and a lower chamber 13 and that expands and deploys to a side of an occupant 5 in the center of a vehicle; an inflator 20 that ejects gas for expansion of the airbag cushion 11; a baffle 14 that divides the upper chamber 12 and the lower chamber 13; and an internal pressure adjusting means 30 configured to increase the internal pressure in the lower chamber 13 above that of the upper chamber 12 during expansion and deployment. The airbag cushion 11 is configured such that, when viewed from a side perpendicular to the front-to-back direction of the vehicle after expansion and deployment is complete, a part or all of the lower chamber 13 overlaps with a console box 41 provided between adjacent seats of the vehicle.
