The invention relates to an electronic mechanical braking apparatus (100) and a vehicle (200). The electronic mechanical braking apparatus at least includes one time delay apparatus (10) and two braking apparatuses (20), one braking apparatus is configured to brake front wheels (220) of the vehicle, and the other braking apparatus is configured to brake rear wheels (230) of the vehicle, and an operation mode of the electronic mechanical braking apparatus includes a primary braking mode and a secondary braking mode; when the electronic mechanical braking apparatus operates in the primary braking mode, the two braking apparatuses are separately configured to receive a motor braking force output by a braking motor; and when the electronic mechanical braking apparatus operates in the secondary braking mode, the time delay apparatus is configured to: receive a pedal braking force output by a pedal mechanism of the vehicle, first transmit the braking force to the one braking apparatus, and then transmit the braking force to the other braking apparatus. In a vehicle equipped with the electronic mechanical braking apparatus according to the claimed invention out-of-control actions such as drifting and tail throwing can be avoided, thereby improving driving safety of the vehicle.
