A distance sensor provided on a ceiling side in a car and able to measure a distance from a load in the car, and an effective area setting unit that calculates an effective area in the car are provided. In addition, a sensor information extraction unit that extracts attachment position coordinates of the distance sensor and calculates a data acquisition range of the distance sensor corresponding to the effective area by using the attachment position coordinates as a reference is provided. In addition, an occupancy area detection unit that calculates an occupancy area of a load present in the effective area based on distance data detected by the distance sensor and the data acquisition range is provided.
