The present disclosure includes: a galvanometer (21) that measures, on an electrical path (18) between an arrester (16) of a railcar and a carbody (19) of the railcar, a value of a current that flows from the arrester (16) to the carbody (19); a data storage (22) that stores the value of the current, which has been measured by the galvanometer (21), as history data in a chronological manner; and processing circuitry (23) configured to determine, based on a chronological change in the history data stored in the data storage (22), that the arrester (16) is in a state of deterioration and output a predetermined deterioration signal in a case where an average value of the current within a predetermined unit time is greater than a predetermined deterioration threshold value. With this configuration, deterioration of the arrester (16) included in the railcar is monitored.
