A pedestrian travel area estimation unit (234) estimates a pedestrian travel area (A) where the pedestrian (60) will walk based on the captured image. A vehicle traffic quantity calculation unit (235) calculates a vehicle traffic quantity in the pedestrian travel area (A). A risk level calculation unit (236) calculates a risk level of the pedestrian (60) being targeted in a crime, based on the attribute of the pedestrian (60) and the vehicle traffic quantity in the pedestrian travel area (A). A patrol instruction unit (237) transmits to a mobile body (50), a patrol instruction instructing the mobile body (50) to patrol the pedestrian travel area (A), when the risk level is greater than a preset threshold value.
