Provided are a power storage system and a power storage method with which it is possible to appropriately control the charging rate in an electrified section in which a rail vehicle is traveling, thereby enabling a storage battery to be used more stably for prolonged periods of time. The present invention is characterized by comprising: a storage battery (41) provided to a rail vehicle (10) that can travel in an electrified section (D) and a non-electrified section (C); and a control unit (61) that controls the charging rate of the storage battery (41), the control unit (61) performing control to reduce the charging rate of the storage battery (41) to no higher than a target charging rate when the rail vehicle (10) enters the electrified section (D) from a non-electrified section (C1), and then performs control to start charging of the storage battery (41) at a prescribed timing in order to achieve the charging rate required for travel in the next non-electrified section (C2).
