Provided is a traffic management system which enables safe traffic flow control at pedestrian crossings without using a high-performance processing device or large-capacity communication performance. This traffic management system controls, on the basis of a token, the traffic flow of first movable bodies travelling along a roadway and second movable bodies crossing a pedestrian crossing, the traffic management system comprising: an area management device that manages a token representing a right of occupancy of a virtual area set on the pedestrian crossing; a detection device that detects the first movable bodies and the second movable bodies in a monitoring area including the virtual area; and a token management device that has a first-movable-body management region and a second-movable-body management region where a token can be set. When a first movable body is approaching the pedestrian crossing and when a token is held by the area management device, the area management device transmits the token to the first-movable-body management region, whereas if no token is held, the area management device transmits a token to the first-movable-body management region after the token is returned from the second-movable-body management region.
