The present invention provides a multi-train control system and method based on train-to-train communication. The method includes: S1: determining a train receiving-departure state, performing S2 if a plurality of trains are controlled to depart, and performing S3 if the trains are controlled to be received; S2: enabling the plurality of trains to operate in a marshalling manner, compiling, by dispatching equipment, a departure plan, and controlling, by group control equipment, the trains to operate according to the departure plan; and S3: enabling the plurality of trains to enter a station in a marshalling manner, compiling, by the dispatching equipment, a receiving plan, and controlling, by the group control equipment, the trains to stop at the station according to the receiving plan. The present invention breaks the independent train control mode, and controls a plurality of trains in groups according to one-train control manner. The plurality of trains are controlled by using the train group plan, train-to-train communication, and train-to-ground communication, to maximize the shortened train tracking interval and shorten the departure time, thereby operating the train at a high speed, increasing the frequency of train receiving and departing at the station, excavating the transportation capacity of the line to a maximum extent, and improving the transportation efficiency of the line.
