A guide portion separated off from a valve body (a first flow rate control portion) is placed in sliding contact with a case, and therefore the valve body is prevented from receiving a force in a gouging direction that is applied to a valve rod. As a result, an extremely low flow rate characteristic does not change even when the guide portion is unevenly worn by receiving the force on the valve rod in the gouging direction, and a change in the extremely low flow rate characteristic of a leveling valve can be prevented over a long period of time.
