Provided are a passenger car tire rubber composition and a passenger car tire which enable a reduction in the use of raw materials derived from fossil fuels in consideration of the environment while also improving the required properties of tires, such as wet grip performance and tensile strength. The present invention relates to a passenger car tire rubber composition, having a percent modern carbon (pMC) of components based on butadiene and/or aromatic vinyls of 30% or higher as measured in accordance with ASTM D6866-10, a butadiene-derived unit content of 80 to 100% by mass based on 100% by mass of the total units of the rubber components, and an aromatic vinyl-derived unit content of 0 to 20% by mass based on 100% by mass of the total units of the rubber components, and containing 10 to 100 parts by mass of at least one resin per 100 parts by mass of the rubber components.
