The invention is directed to an electronic control unit connected to an in-vehicle network in an in-vehicle network system, the in-vehicle network system including a plurality of apparatuses that perform communication of frames via the in-vehicle network, the electronic control unit comprising: a first control circuit; and a second control circuit, wherein the first control circuit is connected to the in-vehicle network via the second control circuit, wherein the first control circuit is configured to perform a first determination process on a transmit frame that is transmitted to the in-vehicle network, to determine a conformity of the transmit frame with a first rule, wherein, upon determining that the transmit frame conforms to the first rule, the first control circuit is configured to transmit the transmit frame to the second control circuit, wherein, upon determining that the transmit frame does not conform to the first rule, the first control circuit is configured not to transmit the transmit frame to the second control circuit, wherein the second control circuit is configured to perform a second determination process on the transmit frame, received from the first control circuit, to determine a conformity of the transmit frame with a second rule, and, upon determining that the transmit frame conforms to the second rule, is configured to transmit the transmit frame to the in-vehicle network, and wherein upon determining that the transmit frame does not conform to the second rule, the second control circuit is configured not to transmit the transmit frame to the in-vehicle network.
