In a treatment device for securing an oxidant concentration to kill organisms in ballast water for a long time, storage means (23) stores a relationship between an absorbance of the water and a dissolved organic carbon concentration thereof and another relationship between the dissolved concentration and a residual oxidant concentration required after a predetermined time from the oxidant supply, to kill organisms and to suppress their regrowth in the ballast. Calculation means (24) derives the required concentration corresponding to a raw water absorbance measured by a meter (21) by referring to the relationships and calculates a target oxidant supply amount using the required concentration. For the target, control means (25) controls an oxidant supply device (5).
