The present invention addresses the problem of reducing the ratchet sound that occurs at the start of braking when an operation pedal is operated by foot. Because a mounting seat 28 as a flat part and a base plate 24 are provided between a ratchet member 32 and the support axial center S of an operation pedal 18, there is a possibility that vibration of the ratchet member 32 will propagate to the adjacent mounting seat 28 and base plate 24, amplifying the ratchet sound. However, the adjacent mounting seat 28 and base plate 24 are provided with beads 56, 58 having cross-sections that bend convexly in a direction substantially orthogonal to the vibration waveform of the ratchet sound produced by a pole 42 coming into contact with serrations 30 when the mounting seat 28 and base plate 24 maintain a flat plate shape; i.e., in a circumferential direction about the support axial center S. Therefore, rigidity against the vibration is increased, the propagation of vibration is minimized, and the ratchet sound is effectively reduced.
