[Problem] To provide a hollow operating lever which has good operability and which can be easily manufactured. [Solution] A hollow operating lever (4) is formed by joining together, at a joint (31), ends (W1, W2) of a material (W) to be worked which is a flat plate, and the hollow operating lever (4) can pivot relative to a support shaft (3). The hollow operating lever (4) is characterized by having: a first wall (10) which is located on the operating surface side to which pivoting force (F) for pivoting is applied; a pair of second walls (20) in which holes (21) for allowing the support shaft to be inserted therethrough are coaxially formed and which bend and continue to both ends of the first wall; and a third wall (30) which is provided so as to face the first wall and which connects the pair of second walls through the joint section.
