Comprising a vehicle information general sending module, a marking module and a route information obtaining module, and further comprises a road condition information feedback module, a route adjusting module, a remote scheduling module and a broadcasting module, the road condition information feedback module is connected with the route information obtaining module, and the route information obtaining module is connected with the road condition information feedback module. The route adjusting module is connected with the vehicle information general sending module and is connected with the road condition information feedback module, the remote scheduling module is connected with the road condition information feedback module and is connected with the marking module, and the broadcasting module is connected with the remote scheduling module and is connected with the road condition information feedback module; through integrated analysis of road conditions and vehicle information, flexible processing can be carried out by adopting driving route change or corresponding scheduling and other modes according to the driving condition of a vehicle when an accident occurs, and large-range traffic jam is avoided.
