If the environmental data meets a first preset condition, entering a flat tide period flow, otherwise, regenerating a mooring plan and returning to the step of obtaining the predicted mooring time, after the mooring action in the flat tide period is started, continuously monitoring whether the seawater flow velocity and the wave parameter value meet the mooring condition or not, and if not, regenerating the parking plan and returning to the step of acquiring the predicted parking time, and if yes, continuing the parking action until the target ship is parked, thereby improving the operation efficiency and safety of the port.
