The invention provides a rotating electrical machine and a driving device. In the rotating electric machine, a pair of first magnet accommodating parts extend along a first direction which is separated from each other in a circumferential direction as the first magnet accommodating parts face towards the radial outer side. Each of the pair of first magnetic barriers is connected to one of the two end portions of the pair of first magnet housing portions in the first direction, the end portion being located on the radially outer side of the pair of first magnet housing portions. The pair of second flux barriers is connected to the second magnet housing portion and is positioned between the pair of first flux barriers in the circumferential direction. The smallest gap in the circumferential direction between the first and second flux barriers that are spaced apart from a portion of the rotor core in the circumferential direction is smaller than the smallest size in the circumferential direction of the tooth portion and larger than the size in the circumferential direction of the radially inner end portion of the groove portion. A first edge portion, which is provided on an edge portion on the side where the second magnetism-blocking portion is located, of the circumferential edge portions of the first magnetism-blocking portion is located on the side where the second magnetism-blocking portion is located in the circumferential direction as the first edge portion faces outward in the radial direction.
