The invention relates to an underwater movement carrier and an underwater movement system. The underwater movement carrier comprises a vehicle body provided with a longitudinally-through through hole, and the lower portion of the vehicle body is used for carrying a carried device; the propelling assembly is connected with the vehicle body and used for enabling the underwater moving carrier to move in water and adjusting the posture of the underwater moving carrier; and the quick release assembly can be arranged in the through hole and can limit the loaded device in the longitudinal direction, and the quick release assembly comprises a cam handle, a mandrel and an end sleeve. The underwater movement carrier disclosed by the invention can be used for replacing personnel to carry out conveying work in water; conveying and posture adjustment in water can be achieved, and therefore various conveying conditions and the landing requirement of a carried device are met; and the loaded device can be quickly, conveniently and reliably mounted and dismounted, so that the efficiency is improved.
