The invention provides a rear wheel steering gear with a locking function and a vehicle. A shell of the rear wheel steering gear is used for containing a rotary input piece, a rotary output piece, a plurality of pairs of rolling pieces and a plurality of elastic assemblies. The rotary input part is used for receiving driving of the steering motor and is in transmission connection with the rotary output part. The rotary output part is in transmission connection with a tie rod of a rear wheel in the vehicle. The rotary input part comprises a plurality of axial protrusions, and the axial protrusions surround the rotary output part and are embedded in the rotary output part in the radial direction. The peripheral face of the rotary output piece comprises a plurality of side faces, a gap between each side face and the shell is used for containing a pair of rolling pieces, and every two adjacent pairs of rolling pieces are arranged on the two sides of the axial protrusion respectively. The elastic assembly is used for driving the two rolling pieces to be away from each other and locking the rotating output piece. The axial protrusions are used for driving the pair of rolling pieces to be close to each other and driving the rotating output piece to rotate. According to the rear wheel steering gear, by optimizing the internal structure, the torque bearing capacity of the rear wheel steering gear is improved so as to improve the reliability.
