The invention provides a direct cooling and direct heating heat management system and method for a passenger compartment of a hybrid electric vehicle. The system comprises a refrigerant loop, a motor water loop, a battery water loop and a warm air water loop. The refrigerant loop comprises a compressor, an in-vehicle condenser, an out-vehicle heat exchanger, an in-vehicle evaporator and a first heat exchanger which are communicated through pipelines and valves; the motor water loop is communicated with the battery water loop through a multi-way water valve; the refrigerant loop exchanges heat with the battery water loop through the first heat exchanger; and the battery water loop exchanges heat with the warm air water loop through the second heat exchanger. The system improves the utilization rate of waste heat of parts in the vehicle and can fully meet the heating requirement of a passenger compartment.
