The invention discloses a multi-blade fan which comprises a machine frame, a motor is arranged on the machine frame, the motor is provided with an output shaft capable of rotating, the output shaft is connected with a first blade, and the output shaft is further connected with a second blade capable of rotating relative to the output shaft. A clutch structure used for connecting or disconnecting power transmission between the second fan blade and the output shaft is arranged between the second fan blade and the output shaft, the multi-fan-blade fan is simple in structure and capable of achieving hierarchical control, the invention further provides a radiator, and the radiator adopts the multi-fan-blade fan to achieve the purpose of improving the radiating efficiency. The invention further provides a control system applied to the radiator, and the control system can flexibly adjust strategies according to different working conditions, has good self-adaptive capacity and meets the heat dissipation requirement changes in different use scenes.
