The device comprises ground end equipment and vehicle-mounted end equipment, the ground end equipment and the vehicle-mounted end equipment can measure the distance between a ground construction area and a traveling train in real time, and the distance measurement limit is not less than 3.5 km; and when the distance measured by the ground end equipment and the vehicle-mounted end equipment is smaller than or equal to the early warning distance, respective alarms are started to give an alarm, so that a train driver is reminded to control the train to slow down in time, and constructors on the road get off the road to avoid danger. According to the method, positioning beacons do not need to be additionally laid, a train operation monitoring system does not need to be matched, cost is reduced, meanwhile, train-ground distance measurement is achieved through radar secondary inquiry, and measurement inaccuracy caused by environmental interference is avoided.
