The invention provides a tower overturning tool and a tower hoisting system, the tower overturning tool comprises a base, a supporting platform and a tower section bottom end connecting assembly, the supporting platform is movably arranged above the base, the distance between the base and the supporting platform is adjustable, and the tower section bottom end connecting assembly is connected with the supporting platform. The tower section bottom end connecting assembly is used for being connected to the bottom end of a tower frame section, the tower section bottom end connecting assembly is rotatably connected to the supporting platform between a first position and a second position relative to the supporting platform, when the tower section bottom end connecting assembly is located at the first position, the tower frame section is in a horizontal state, and when the tower section bottom end connecting assembly is located at the second position, the tower frame section is in a horizontal state. When the tower section bottom end connecting assembly is located at the second position, the tower section is in a vertical state, the tower overturning tool is simple in structure and low in manufacturing cost, the distance between the supporting platform and the base is adjustable, the use universality of the tower overturning tool is improved, the tower section overturning cost is further reduced, and the tower hoisting cost is reduced.
