The system comprises a plan fusion module, a station track adjustment module, a reserved adjustment time domain setting module, a shunting moment adjustment module and an iterative optimization control module. According to the method, the station tracks, the train receiving route, the train departure route and the shunting route are comprehensively allocated, and the shunting operation time is adjusted, so that the adjusting scheme meets the sequence relation between the train and the shunting operation, the station track application meets the train operation requirements, and the station yard resource occupation is free of conflicts; according to the method, suitable station track adjustment allowing conditions can be set in different scheduling scenes, a complete application process method for determining whether the station tracks are allowed to be adjusted in the train operation plan adjustment process and screening the adjustable station tracks when the station tracks are adjusted is provided, and the actual requirements of train operation plan adjustment are met.
