The invention discloses an outer rotor hub motor and a vehicle, and belongs to the technical field of hub motors. The outer rotor hub motor comprises a cooling water jacket which comprises a sleeve part, a first extension part and a second extension part, the first extension part and the second extension part are arranged at the two ends of the sleeve part in the axial direction respectively, and the first extension part and the second extension part extend in the radial direction of the sleeve part. The sleeve part, the first extension part and the second extension part are internally provided with communicated cooling runners for circulation of a heat exchange medium; the stator assembly is arranged outside the sleeve part of the cooling water jacket in a sleeving manner and is positioned between the first extension part and the second extension part; and the rotor assembly is sleeved outside the stator assembly. By arranging the sleeve part, the first extension part and the second extension part, heat dissipation is carried out on the inner ring of the stator assembly and the two ends of the winding, the heat dissipation effect on the stator assembly is better, the service life is prolonged, energy consumption is reduced, and the endurance mileage of a vehicle is improved in an auxiliary mode.
