The invention relates to the technical field of submarine cable laying, in particular to a submarine cable landing draught fan traction device which comprises an offshore wind generating set and a traction hull, a pile foundation with an inspection manhole formed inside is arranged at the bottom of the offshore wind generating set, and a negative second layer manhole and a negative second layer anchor are arranged in the inspection manhole of the pile foundation; the pile foundation side wall is provided with a pile foundation hole used for leading in a submarine cable. According to the submarine cable landing draught fan traction device, the length of the traction steel wire rope is shortened, and the construction efficiency is improved; the use of steering pulleys is reduced, the working efficiency is improved, and the potential safety hazard of operation in a narrow space is reduced; the number of external winches is reduced, control is convenient, and cost is saved; and by adopting the turnover, rotatable and translational design, the submarine cable hoisting stability can be guaranteed, the difficulty and accuracy of the submarine cable entering a pile foundation hole can be reduced, and friction is reduced.
