The driving part in the limiting and locking device can drive the acting end of the pressing part to act through the self-locking assembly, switching between the pressing state and the loosening state of the pressing part is achieved, and when the pressing part presses the carrier, the self-locking assembly can lock the pressing action of the pressing part, so that the carrier is prevented from being loosened. The situation that the position of the action end of the pressing part is changed due to vibration generated in the carrier transporting process of a vehicle, and then the pressing part cannot lock and fix the carrier is avoided, and therefore the safety of the vehicle in the carrier transporting process is effectively improved.
